I've applied 2 times for balance of flat, why HDB rejected?

I am 100% sure that we are unable to provide an answer for your question as we are in no position to answer something outside our knowledge. Probably we can only say that you are being unlucky not to be selected to select a unit?

Getting a new HDB Flat via BTO or Sales of Balance exercise is largely based on Luck.
I have encountered many couples who had applied for more than 5 times, and yet failed to get any units from these exercises. Your 2 times is pretty much the norm.
If you need a flat urgently, I would urge you to look into resale HDB flats. In today's Buyer's market, I believe you can have ample of choices around.
And by getting a resale flat, what you see is what you get. Unlike BTO units, which you do not get to look at the actual unit.
